NOVEMBER FORUM—LUBBOCK'S NEW ELECTION ADMINISTRATOR & HELP AMERICA VOTE ACT UPDATE

Lubbock County's new Election Administrator, Dorothy Kennedy will meet with us to talk about her new office and update us on HAVA on Thursday, Nov. 20, 12-1 pm at the Groves Library Community Room (5520 19th).

The Help America Vote Act (HAVA) was enacted in October 2002 to prevent the chaos of the 2000 elections from recurring. HAVA contains a number of provisions to help states fix broken election systems, including:

1. Creating provisional balloting systems to guarantee that no
eligible voter is turned away at the polls;
2. Improving voting systems to ensure that voters can review
their ballots before they are cast;
3. Replacing outdated voting systems;
4. Making polling places and voting systems accessible to
people with disabilities and language minorities;
5. Creating statewide voter registration databases that can be
more effectively managed and updated so that errors are reduced; and
6. Educating voters on voting procedures as well as their
rights.

LWV-Lubbock held an initial Forum on HAVA last spring. As the 2004 presidential election season heats up, its time for an update on where things stand with our new Lubbock County Election Administrator and to help get the word to the public on HAVA, particularly on rights to a provisional ballot. There is additional information available on the LWVUS website, lwv.org or by calling the LWV-Lubbock office (744-0023).
