11/18/2003 - Council approval paves way for Fiesta Plaza construction

Last month the City Council approved a contract with Parkhill, Smith & Cooper, Inc. (PSC) that paves the way for the construction of Fiesta Plaza in the Buddy Holly Recreation Area. The contract with PSC calls for the preparation of the construction documents for the site. Parkhill, Smith & Cooper is the prime consultant and Carter Burgess is the sub-contractor.

Construction is estimated to take all next year and be completed by December 31, 2004.

The Canyon Lakes Project is now known as the Jim Bertram Lake System, and the master plan for the system calls for a regional park with a continuous, navigable body of water spanned by bridges that allow boat, vehicular and pedestrian traffic throughout the canyon.

Fiesta Plaza is a key component in the Lake System. The festival area will include several performance areas, a picnic area, boat dock, fishing pier, cultural kiosk and landscaping. The performance areas in the Plaza will be multipurpose. A small outdoor stage, a large covered pavilion and a multi-purpose court will each have full electrical infrastructure so that they may be used for a variety of events.

The plaza will be funded in part by a $500,000 grant from Texas Parks and Wildlife.

Other funding for the project is $500,000 approved by the citizens in a 1999 bond election. Of that $1 million dollars, $756,366 remains for construction. The other monies were spent for master planning, archeology and soil testing, plus approximately $90,000 for the Parkhill, Smith & Cooper contract for construction documents.
